Thousands of Minnesotans who buy coverage on the individual market or through small employer plans should brace for another round of premium hikes next year. Early filings from insurers show a clear trend: rates are expected to climb again in 2027, continuing a pattern that has squeezed household budgets for several consecutive years.

The proposed increases vary by company and plan type, but the overall direction is consistent. Insurers cite the usual mix of pressures: rising hospital and prescription drug costs, higher demand for mental health services, and ongoing inflation in medical labor. Some carriers also point to the end of temporary federal subsidies that had cushioned premiums during the pandemic era, shifting more of the true cost back onto policyholders.

State regulators will now review each filing, a process that can take months. They have the power to reject or trim excessive requests, but they cannot force rates down if the underlying math supports the increase. Consumer advocates are already urging the state to expand its reinsurance program, which helps cover the most expensive claims and has kept a lid on premiums in recent years. Without that program, experts say, the 2027 jump could be even steeper.

For the roughly 150,000 Minnesotans who buy their own insurance, the news is unwelcome but not surprising. Many have seen double-digit percentage increases in past cycles, and some are already spending more than ten percent of their income on coverage. Small business owners face a similar squeeze, often passing higher costs to employees through reduced benefits or larger deductibles.

The final approved rates will be announced this fall, ahead of open enrollment in November. Until then, families and employers are left to plan for the worst while hoping regulators can soften the blow.
