The Minnesota Commerce Department has slapped fines on several companies after uncovering a scheme where dishonest telemarketers sold fake health insurance to residents. Officials say the bad actors targeted vulnerable people, leaving them with worthless policies when they needed medical care.

According to the department, the telemarketers used high-pressure sales tactics to push plans that looked like real health coverage but offered little to no actual benefits. Victims often discovered the fraud only after trying to use their insurance for a doctor visit or hospital stay. By then, the sellers had already pocketed the premiums.

The state issued penalties against multiple firms involved in the operation, though the Commerce Department did not name every company in its announcement. Investigators found that the sales pitches often misled consumers into believing they were buying comprehensive health insurance when, in reality, the policies were discount plans or limited-benefit products that did not meet state requirements.

Minnesota law requires health insurance to cover essential services like emergency care, prescription drugs, and preventive treatment. The fake plans sold by these telemarketers typically excluded those protections, leaving policyholders with massive out-of-pocket costs.

Commerce Commissioner Grace Arnold warned that scams like these tend to rise during open enrollment periods when people are shopping for coverage. She urged residents to verify any plan through the state's insurance marketplace or by calling the department directly. The agency also reminded consumers to never share personal financial information with unsolicited callers.

The fines are part of a broader crackdown on fraudulent health insurance sales across the state. Officials said they will continue monitoring the market and pursuing legal action against any company that deceives Minnesotans.
