In a significant shift in municipal strategy, the City’s health department has been designated to lead all street outreach teams, marking a new chapter in how the city addresses homelessness and substance use. The move consolidates oversight of frontline workers who engage directly with individuals living on the streets, placing public health expertise at the center of these critical interventions.
The outreach teams, which operate daily across the city, are responsible for connecting vulnerable populations—including those struggling with housing instability and substance use disorders—to essential services. Previously managed under a patchwork of different agencies, the teams will now operate under a unified command structure within the health department.
